🤔 In Chico … how do we know that the services we’re funding are actually moving people toward permanent housing rather than simply moving people from one service or facility to another?

Are any of our funding structures inadvertently rewarding organizations for the number of people they serve rather than the number of people they successfully help transition out of homelessness? I’m not suggesting that services aren’t valuable. Food, shelter, treatment, case management, employment assistance and other services can all be essential. But we need to distinguish between providing services and creating successful pathways to permanent housing. Ultimately, if ending homelessness is the goal, we need to know how many people actually make that journey … and how many remain housed.
